“So one of the men who have accompanied us during all the time that the Lord Jesus went in and out among us,”
Peter knows that they must choose another man to be numbered among the eleven and become the twelfth. They must choose a man who has been with them from the time of Jesus baptism in the Jordan River, to the ascension of Jesus. This reveals that there were more people following Jesus than just the twelve disciples, and apparently many more because there was a decision to be made on who would fill that role. This is before the Holy Spirit falls and fills the believers with the Spirit of God. Peter once again uses

The Scripture reveals the number, but common sense leads them to the qualification. The person chosen needed to be an eye witness to all of Jesus earthly ministry, not just a fan who heard the news but a genuine follower who saw the works of Jesus. Father God, thank You for Your Word to guide us in all of life, Your Spirit for leading us to the whole Truth, and wisdom that gives us beyond common sense. Allow me to receive Your wisdom today, and put it into practice through Your Spirit and Your Word, in Jesus’ name, Amen.
